doesnt show as learned cuz you prolly got TRIPLE bullet jutsu, so its a "different" one. The scribe does not sell the triple one, only the single one. Thats why it shows like not learned.

if you open your jutsus (J key bind) you can see the jutsu evolves to a new name so the old one (single bullet) is available again

Yeah that is probably the reason but I just didn't believe that was intentional? What would be the purpose of that?
