I think it would be cool if we could choose to still use the single bullet options for our Fire and Water jutsu rather than having them be forced to rank up into the triple bullet. Not that the triple bullet is bad, but, keeping the cheaper single target option could be nice for people on a chakra budget. That or it could be made more expensive and condense the damage of multiple bullets into a single point? There's multiple ways to go about it, but, at the end of the day it'd be nice to have that option instead of being forced into a triple bullet jutsu from a single bullet.

That’s a very niche idea but I love it, although for balancing purposes I don’t think the second option should be a thing. If it’s just the one bullet with normal damage and cost, to act as a cheaper alternative, then yes, absolutely!
