I found that it not about your server @ruby mantle, it bc host provider may block inbound udp port (or filtered).

I try some hosts on Asia area and get same error, but when testing on BloomHost (SGP) didn't get that. (I checked the iptable and ufw allow/accept udp 19132 on those vps)
