Does the datapack only add structures?

Structures and a small handful of advancements for finding the structures

Right
Datapacks are generally compatible with Geyser, if the datapack also doesn't work on Java then this is not a Geyser issue
Note that if you added the datapack to an existing world, you have to adventure out to newly generated terrain (unexplored terrain) to make the structures generate
If you're sure the datapack does work for Java players and only Bedrock players are broken, please specify the issue you're experiencing so I can help you further

We tested the data pack in a separate world and it worked just fine, then when we input it into the geyser server it didn't work

So we weren't sure if there were some sort of issues with connectivity that we didn't know about

Did you put the datapack in a new or existing world when you put it into the Geyser server?

Existing, but it was only just generated, only the spawn was generated prior to the pack being added

Would I have to full restart the world to get it generated?

That would be worth a try
Geyser does not modify terrain generation at all, and if the structures/advancements also don't appear for Java players, then this is not a Geyser issue
Make sure you don't have any plugins/mods conflicting and that the datapack is enabled properly as well

I'm also now being told by my friend that was helping me that the data pack is only Java and not bedrock. It doesn't add any new blocks, only generates new structures using existing blocks.

The datapack should work fine with Geyser
Your friend might have meant that the datapack would not work with a Bedrock server (because Bedrock uses behaviour packs instead), but you're using a Java server with Geyser
The datapack uses vanilla blocks, doesn't use a resource pack, and only adds structures and advancements, which meets all the criteria for working fine out of the box with Geyser
