Help, my skins keep converting to 8x8 but it is a HD skin

My skin on bedrock is high quality i think 16x16 but when im on the server, sometimes it shows as full quality, sometimes it doesnt, sometimes other bedrock players see it full quality and sometimes they dont. It is really buggy and i would like to know how i can fix it or if theres some config i tried many things still no luck

and i even had to restart server for the skin to update..

but why bedrock cant see them? isnt there a way because i remember it worked before
