Whenever i send probes to spy the game says "no cargo space"

spy probes use (a lot) of fuel, and have limited cargo capacity. a fleet needs to have enough cargo capacity to at least carry their own fuel. bombers often have a similar problem.

you can solve this by flying slower, or not flying to narnia!
