countess of thorns first for the shield?

Shields are directly related to HP. The higher the stars the better the shield. Best shields will be from a Martyr Inf or SHs.

If you are planning on using thorn in the field I would suggest other officers such as Svallinn or Ivan as both have better shields and field skills.

If this is for base shields then no run her second with Steel or Ivan as the leader. Their shields are better so they can absorb more from officer skills.

Lastly I’ve heard that lonestar’s shield does make a notable difference on base tanking units. It also does not work for base shields.

Svalinn Ivan is the best I’ve seen on a SH. Thorn wouldn’t be a bad pick. Spanner is just awful.

There is a coefficient difference so Steel has a 2k shield instead of Thorn who has a 1.5k so there is a noticeable difference between those two

So using steel first for bigger shield to catch skills and then thorns shield for more normal attacks
