Idk why but it doesn’t really sound like an “On Play” effect to me, more like a requirement in order to play the card
Like when I think on play I think something like “On Play: draw a card” not “On Play: you must do x to play this card”, maybe just a different text rather than On Play? Maybe like Mandatory, Essential, somethin like that?

I like the current wording on this card personally, because play is typically clearly defined already, but I think added cost works too
It's definitely strange that it says "on play" then describes what you have to do to play it.
I think it's good to differentiate the 2. What if there's a card in the future that says disable all on play effects? Mechanically it could open things up.

also ive flip flopped on "Any" While i like "A" more than "Any" i think ANY is much more clear to first timers.
On paper that sounds good, but I'm not sure I've ever seen anyone be confused about that. I'm not sure that's worth using more letters.

"Discard a card" is an extremely common phrase in card games. I also asked some friends and they've never experienced confusion over it either. I'm not sure it's risking much confusion. Generally I think it's better to use the least amount of letters possible.
in this case any vs a doesnt matter. but in other cases like "exhaust a stack" vs "any stack" clears things up.

Sorry I'm really overthinking this, it's a really interesting question to me. If you're trying to reduce confusion, the strongest argument to me is staying closer to the most popular language out there. A casual magic or Yu-Gi-Oh player might hypothetically think twice because the language is different. You're right it doesn't matter, but whatever choice you make should be consistent throughout the game. If these are going to be common mechanics it might be good to consider how much space it takes up right? I'm not sure how much it matters.

I think I liked the original wording most. So like “Cost: to play this card, you must discard a card from your hand” would sound best to me
