For people who installed 24 on the launch day. it may help to re-intsall the game as there might be some corupted files when it was try to installing it.
I re-installed it and loading time went from 10-15 min to 2-3 minutes

Hmmm. maybe i will give it a try. I normally have to wait 10- 15 min till the menu appears.
