Stepper speed is fine when I test in MF but very slow/stuttery when I use the Flap Needle preset (PMDG 737)

ok, I was able to read from the images in Windows. I could not read it in my mobile. Still need which event you are using.
Why 3600 steps per revolution? This is a hardware parameter specific to the stepper motor being used. AFAIK the 28byj steppers take 2048 steps per revolution.

I havent used an event but use the "Flap Position Indicator Left Needle " Simconnect preset (pmdg)

here is my recommendation which can be fine tuned later:

PMDG seems to have quite slow update intervals for many gauge values, so if your stepper is following the value, it can feel like the second hand of an analog clock. Or even more irregular if the speed sort of almost matches the speed of the value is changing, but is a bit faster, so it catches up and then stops and continues right after the sim value moves.

To try to fix it, you can try to adjust the stepper speed so it is never catching up with the flap position value, but still does not lag very much behind either.

Also, The flaps indicator needle (stepper position) will most likely need to be calibrated using interpolation.

I have just reset the Display scale to 1070 and Full revolution to 2048 , as suggested. In test it is very smooth. When running (pmdg) there is an almost imperceptible and certainly acceptable judder

If you want to test it, set the stepper motor max speed to a speed that is almost the same, but a little slower than the simulator gauge movement. This way the stepper movement is constant even if you might be able to see each step due to the slow movement speed, but will not have irregular stops and moves due to it catching up with the needle mid-travel.

The Sim scale moves the variable for the gauge needle from 0 to 800 and 800 corresponds to 270 degrees rotation or 0.75 rotations.
800/0.75 = 1066.7 rounded to 1070.
