The welcoming has always been a community initiative. Lately it seems most people have stopped doing it, but you're free to continue if you want.
I have some ideas for changes to the system, but until they are implemented it's this system we have.
As for the role, that one is a bit more official and we give it out to the people we feel are welcoming for new people to meet upon joining the server. Just because someone has greeted many people doesn't necessarily mean they get the role, and some might have the role even if they haven't greeted many people.
