In general, ships have bonuses either to shields or armor. These are also separate for resistances and boosters. Depending on whether you are building an active or passive tank, the approach is different. Shield boosters require more capacitor to activate, so having a shield booster on a ship with low capacitor and armor repair bonuses makes little sense. With rigging integrations, it’s possible to make armor ships run shields, but you need to understand the goal of doing so. Famous examples are shield Bane and shield Bhaalgorn, which perform well with shields due to either pulse crystal implants or e-war bonuses.

This applies to solo play. For fleet doctrines, it’s different. When you have logi support, you can afford to run armor on shield ships and vice versa. For example, many alliances use an armored Marzio + Nestor doctrine, even though the Marzio is a shield ship and has no armor resistance bonuses.

In general, you look at a ship’s bonuses for resistances and boosters and use them as a baseline unless you have a specific creative idea to build it the other way around.
