Can either go by the names or by their isk reward.
Essentially, if the isk reward is 5.5m or more, there is a chance a cyan rat can spawn.
0% chance to spawn one in labs with lower isk reward.
Name wise, they either have "Experimental" in the name or "Centrum"

Not that I ever noticed, spawns about 1 in 15 for me in high sec. Doesn't seem to matter what I fly.
