You want EM damage primary, then secondary either thermal or general damage on a thermocore 2 nanocore

Or basically just that priority on any nanocore

EM > Thermal = General

Assuming the numbers are around the same.
The stat weights are something like, 9% em = 18% general = 18% thermal

Well then you just flip the priority if you're using multi frequency implant lol. I believe in this case it's thermal > generic > em
