So will VAS pilots who have sunk the SP/ISK/Concord Points and such into the Versital Assault Ship skills get all that back in order to buy and sink them into the Carrier skills now?

Yup.. You can reset it without any cost..
Sink those SP into carrier skills..

#

Now you can fly both Cyan and VAS
Or if you are already into Cyan, you are also trained for VAS.. just need hull and fit..

When I try to reset my VAS Skills it's charging me. 😕

NM they just fixed it, restart required before resetting skilled.
