They respawn frequently if you mine them. Or if not after 24h.

They're back up within 15 minutes or so usually. The total System count is dependent on gates in system up to a maximum of 3.

Im not sure if its true but I read that once you mine a belt below 30% it starts a respawn timer, which may be 15 mins, at which time the belt will be replaced by a new one. …and that they also recycle daily or so.

That was in the notes some time ago though I don't remember the %. I know in t10s around 10-14 left and if you leave it'll respawn.
