Funny you ask, this is related to some stuff I've been looking at: I should be able to answer this after tonight's compiler meeting, hold tight :^)

The answer: currently yes, but in future it's likely that we'll change the layout, and it's possible that we'll make the layout undefined so that this is no longer the case. We'd probably keep vectors of bools well-defined as a special case if we did that.
