For me, I would say add Epic Paper Doll and Fate of Ring the daily login (monthly). Epic dolls between normal and divine dolls and fate of ring at the end of the month. We should have stages (not EX stages) that can help us grind items like Books, Scrolls and tiles. Easy being reddish brown, hard being sliver and lunatic being gold and they have separate stages. It's like the daily stages, but permentaly and you can grind for how long you want.

Epic dolls: No, they are meant for highest rarities and should be scarce relative to other dolls. Monthly epic will really destroy the economy, which is something NN pays attention to. Also no because people already have a lot of them saved up from existing/past sources (according to NN iirrc) and refuse to use them. Maybe you should convince people to waste them on questionable epic friends to create a deficit that needs filling first.
Rings: we get enough through the login events, etc. they are meant for your favorite touhous anyways.
Either way, you also have dust shop for ring/epic doll. freebies and 60gc stepups are common so it isn't that hard to save up for them.
We have stages for such materials, it's called events. Just farm more.
If you want gold scrolls, you can farm elemental ex for them.

While making people want to use the epic dolls in the first place is definitely an issue for the game which would be made worse by monthly epic dolls, it does seem a bit strange that jp gets an epic and relic doll in each new event shop (100 rare points iirc, but still not bad) but I don't remember seeing global get it.
I don't think jp does epic dolls for new efes, so it may be somewhat balanced if global is still getting them for each new one. But jp having monthly epic dolls via events shows that it is perfectly possible, I feel it is just on NN to make actually appealing epics considering the exorbitant cost

people won't like it for as long as one side has it better. JP has only one week banners but still has event login stamps for more SP and more free dolls which more than makes up for it. so i think global should get similar benefits

They've been putting relic disks in the new event shops for 100 rare points. Not the reruns, which is most of what we've gotten lately, but in the new events. They had an epic doll once for 150 RP but they haven't done it again (would really like if they did it again, it's amazing how fast what feels like a surplus disappears when you get a lucky roll).

well global didn't put 500k DPD in this event when JP apparently had it so that is a massive red flag
its been like 7+ months since they talked about bringing that in from JP and so far only one event had it...
global is seriously behind JP currently dolls wise. not 100% sure about SP but from what i heard JP had a lot of event login stamps while we didn't for the longest time and they were like only brought back this current event
it used to be better being a global player 8+ months ago but currently it feels like it's easily better being a JP player
