The main reward for any event is the exchange shop, which would be lost if the event was converted to a permanent stage, so this would be a lot of effort for pretty much no benefit to the player experience. Plus, if you want to reread an event story, you can always go to the journal and see it as long as you completed it previously

I'm not convinced: the Japanese version has a rerun event that lasts for a while in the same menu and I don't see the problem

it's to avoid waiting too long for events to get cards: personally, it can be beneficial for new players who missed these events
