Ok don't know anything specific for that one. But in general, you can try launching in different ways.
Like launching straight from steam something might not work, but launching through steamVR does

Can you check if "Cards & Tankards" https://store.steampowered.com/app/1506850/Cards__Tankards/ (free)

works on your headset? If it does it is an issue with our game, if it also does not launch in VR, it is an issue with your setup

Then it's definitely an OpenXR issue. Have you tried reinstalling SteamVR?

I don't have any idea so far. Some people have reported third party tools like LIV preventing them from playing. For others just rebooting the PC works. You can also try to toggle off "Pause VR when headset is idle" in the SteamVR settings and see if that helps.
There are two different modes to choose from when launching the game. One is "Generic OpenXR mode" and the other is "SteamVR mode". You can try both and see if anything happens.

did you try using Revo Uninstaller to completely remove the software before reinstalling it again?

usually when you uninstall software, it leaves behind files and registry keys. Revo Uninstaller gets rid of those stuff, sometimes these remnants can cause issues
