Как сделать эфект блюр но не на весь экран а только определённая ее часть?
нежно скрыть информацию но делать сплошной тон не хочется.

YES, I actually just figured this out!

Create a duplicate layer of what you want to blur, then you want to click the crop icon at the top of the edit page. Adjust the box as needed. On the bottom right of the edit page, select the Blur option and add how much blur you want. Done.
