A small device you can throw anywhere, and choose a list of sounds to play on loop. You could either play some tunes from your inventory while you fight, or choose some sounds like a lockpick or saw or footsteps, tricking anyone nearby to think they're being raided. it would have very little health, being broken in one to two swings. it would also have a 60s battery if thrown, so if its in an impossible spot it cant remain forever. a player can only have one thrown radio at once.
maybe even an option to record your own sound to play on loop
id say a fair price for this would be 500-1k money

should be cheap since its 1 time use, but make it a level 2 utility maybe
should be able to play footsteps, sprinting, breaking noises, lockpicking especially and should be able record your voice too
