The module will turn on with External RF set to anything but OFF
you could have it set to XJT for example and it would turn on but show this message.

make sure the module isn't loose in the bay. or that no pins are bent, particularly that first one at the bottom.

yeah a pin was bend now it works but i have other issue. when i connect usb to my fc a reciver connect with radio, but when i try connect batery to my drone a reciver wouldnt like to connect with radio

expand the "My Receiver is in Bootloader Mode!"
#4 states: If you are using any of the Digital FPV systems like the DJI FPV Air Unit, Caddx Vista or DJI O3 Air Unit, and you wired or connected all six wires to your Flight Controller, you will need to remove the SBUS/DJI HDL wire.
best to also remove the other Signal GND
leaving only the bare essentials (vcc, gnd, tx and rx)
