After some context I can say that Kamui nurf It ultimately depends on how they handle it.

If it's just a full bar it needs, then it barely changes anything overall (just that rotations might get a bit more demanding with orbs and we won't be seeing 7 Ults in a row).

If it consumes the bar to give the energy, then it would be problematic for existing rotations since it means Kamui has to consume 9 orbs every time just to get that energy boost.

But I'm leaning towards the former being the more likely nerf than the latter.
