Both of them use heisen
Heisen doesn't just give lightning shreds, it also gives atk+3% and lightning dmg+7% in the 2pc, and 10% edb in 4pc, that alone gives liv more damage compared to her using 4pc natasha

4pc Natasha doubles the damage buff from ult stacks, it doesn't buff ult directly
Even then Liv's main damage source come from core passive with ss3 and below, so ult doesn't really do much
Even at sss the buff from 4pc Natasha still isn't enough to warrant using them over heisen
