they aren't supposed to stack ignition because they are bad at it or can't do it consistently

dante's only good time to do it is by holding/spamming red in devil form

There is no enabler for ignition, each ignition character can enable themselves, Vero would be the strongest char for enabling in a sense since she refreshes the burn stack CD and fills the gauge if it is running out
