S Veronica is better than SS Alisa. Assuming that you've leaped Alisa and has her sig weapon, at SS she would give 30% ultralimit torque on heal, 10% atk and 10% phy dmg on swap. Whereas Vero at S would give you 20% ultralimit on heal, 20% atk and 20% phy dmg on swap. So overall a 10% atk difference (with the assumptions; Alisa would be worst if you didn't leap her and if you don't have her sig weapon)
