What makes resonance valuable for Startrail is simply because she's a Tank where she can use an unique weapon resonance that's only available for Tank classes that further reduces enemies respective element reduction to the character element

So having one and not having one doesn't really have a noticeable difference in gameplay, but damage and score wise it's very noticeable

It only left to your perspective whether she "needs" that or not

That has been the case for weapon resonance "priority" most of the time because people believe in different investment point
