I can't particularly tell u who u should SS first but I can tell u this;

• Getting Lilith to ss is easy. U get her free plus her 20 shards and u need 10 more from ppc. She is currently the one carrying the dark team and she is a gen 3 amp so very important for dark, void and plasma beam team. Probably the top priority
• Ismael can be a multipurpose buff to all teams except physical, but she would do a much better job if she has 2 resonance on her. She is also a very strong DPS for void. Next of priority.
• Wanshi is currently super good at sss since he is available in voucher and he is "free" from Dorm shop. Much easier to get to SS so that is the next priority
• I would say startrail is next as she is bursted in lightning since CW is getting outdated. Startrail brings burst DMG, shred and sustained dmg for lightning. It also helps that she can be used in the plasmas beam team and the future burn affix team. Next in priority.
• Watanabe ,though a bit old (no pun intended), still pulls a good punch and helps for shred for the fire team. So he is next in line.
• Alisa at s and SS doesn't really bring much of a difference. Her main difference comes with her at sss and/or her sig weapon+ harmo.
• Lamia Lamia... Hmm. Lamia is pretty bad now at ss0. Even with sig and harmo. Best to use sss wanshi and Luna instead for dark team. So she is at the base of priority .
• Aylar could have been higher in Priority if Ishmael didn't come as a possible substitute. Since aylar sees no field time, she brings just buffing capacity to the team. Something that Ishmael can do very well for the ice team as an observer. So her SS isn't important
