Yes but only to the same banner. For example if you pull on the anni banner next patch you will only be able to pull it again next anni which is almost a year after. So don’t pull there unless you are able to guarantee the hard pity

Yeah you're supposed to do it according to the wave sequence

For example let's say after qu you swap to wanshi on a wave that could: (a) die to a bullet rot and (b) can't die to a hold basic sequence BEFORE the ult and ends up getting massively overkilled by hold-basic ult

If a wave meets those requirements, that's a reason to consider 3ult because it distributes your dmg/resources better across the waves
