Short answer: yes
In detail, every new S rank in this game is powerful and a must have if you wanna deal good damage. However that's not the only reason, cuz after a character banner ends, it's very hard to get that char if you skipped it because:

1. Every patch only gives you roughly enough currency to get a new char (15k bc per char at max). So whether you like it or not you're still gonna spend bc to get the new unit, which will use most if not all of your bc that patch.
2. There are very few opportunities to get a construct that you skipped. There's an arrival banner that is saatan's personal secretary cuz it only has a 70% chance to get 1 of 3 units of your choosing. There are also selectors, but they're very few and far in between.
   So to summarize most of your bc in each patch will be spent on new chars on that current patch, couple the low bc leftover with horrible opportunities to get who you missed out on, it's fair to say you should never skip anyone
