YOU said YOUR wanshi deals more dmg than shukra, that's on your invest which i don't know
but there are many reasons if you look at the kit why wanshi is suboptimal for ppc

1. ult1 requires 12 stack for max dmg: if you do 12 stack then you use all bullets so no more ult after that
2. ult2 requires 30 stack for max dmg: if you do right from start you only have 18 (weak), if you do 6 ult1 then you have 6 and 24 which makes both the ult1 and the ult2 weak
3. if you try to do two ult1s or an ult1 and manual reload beforehand then you lose amp buff for ult2

he's really good in wz when you can play around with the setup stuff but ppc is not a mode that allows for that
if your times are better with 2 rot wanshi than with qu then 99% chance you're doing something wrong
