From my understanding so far, you wanna go for 3rot wanshi when you know a current wave you spawned him in is gonna die easily to his quick bullet spam/window ult for example and you don't wanna overkill with his cube ult (since it's his strongest hit)

Basically

Ult Energy bar does not instantly fill up to the specific amount given by a skill, it has its animation and it's hella slow.
Unless it reaches the energy threshold needed for ult with its animation, you can't ult.
Wanshi here can hold basic > tap red pretty fast. Which does not let the Ult Energy Bar to fill before he catches the gun mid-air resulting in you not able to do ult as soon as you catch it.
So you need to delay the tap red after the hold basic slightly so that you get the ult energy
