43k vouchers is not a lot, you can save up that much in a few months so that particular person was not a whale
lucid dreamer is good
you should get lucid dreamer to ss3, he's meta ice tank after all
but getting him to sss+ is not a good idea, nor is hyperfocusing on one character good either because you need multiple teams for content

you'd need the vouchers for units like lilith in the future, so ss3 is a good stopping point
