core passives spend charge to deal 1 hit of fixed ts dmg (400% atk) and give 1 insight point
balter leap ult consumes up to 10 insight points to deal bonus ts dmg

here's the thing
take balter for example right
by herself
doing 3p 3p 3p core generates 2.5 charges
but Balter needs 5 charges per rotation

hanying "Mingling Moon and Lantern" buffs charge gain by 50%
so now balter 3p 3p 3p core generates 3.75 charges

still not enough

Hanying SS3 buffs it by 100% instead
so now balter generates 5 charges, exactly what she needs per rotation

Same deal goes to hanying's own trueslash generation
at SS0 her trueslash is pitifully slow to accumulate
but at SS3 she has an abundance of trueslash points/charges, enough to ensure balter gets max stacks for both core and ult
