Harmo = you can add a 2pc effect of a memory set to 6star weapon for more buffs. your character has 8 memories now instead of 6

Weapon resonance: has nothing to do with memories. You need another weapon of the SAME RARITY (does not need to be the exact same weapon). Gives certain benefits like extra orbs, more dmg, etc. Since you use same rarity, that means reso on 6* wep requires either USB or other 6* weps.
Weapon harmony: lets you equip an extra 2pc memory. Only available on 6* weapons. But you dont use existing memory items for this, you use special items from clash reflection.
Memory resonance: you use dupes of the same memory to resonate the memories that you equip. I assume this is what they meant.
