arrival banners (which you asked about) are 70% rateup, meaning 30% chance to get a random character instead of who you targeted
this game has strict meta and powercreep, but in exchange the game allows you to pull every new character even as f2p
however, this assumes that you are only pulling on guaranteed banners
if you squander your income on arrival then you are losing out on the chance to get a new character, which is extremely detrimental to your account, AND it might not even be for the character you wanted either
