wz does get tankier as the game goes on, simply because thats how a linearly scaling live service game works; new characters are busted, old enemies are too squishy, new enemies are buff like hell to compensate, repeat cycle.

in the case for pgr, they can theoretically reduce and increase the tankiness of certain wz/ppc stages depending on the power budget of the team. say that the ice team is super weak, but the phys team is busted; they can (not to say they should or mandatory) not change ice at all, and buff the living hell out of phys
