your possible sources of buffs/debuffs on qte:

• character innate effects (listed either in qte or in core passive (for newer amps))
  some chars like Rosetta are an exception, she has her shred listed in her blue orb description/core and only gets the ability to apply it on qte from the SS passive.
  And ppl like garnet and Capri who have their shred/buffs locked behind their signature memory sets
• memory effects - this is pretty simple. support memories like Einsteina, Guinevere, and others, can apply additional buffs to your characters or debuffs to the enemies.
• weapon resos - some 6* weapon resonance skills for tanks and amps can provide additional shred/buffs
