I might skip Qu since people are saying her gameplay is super boring, and I personally find Plume's gameplay to be really fun and engaging.

I don't play Lee optimally but I have him at SSS to compensate for the fact that I prefer to have him blowing sht up and extending his hyperspace instead of doing the optimal thing which is rotating him out ASAP. It's just the way I enjoy playing the character. SSS helps to mitigate score I would otherwise be losing for not playing him in the meta way.

but obviously it's not feasible to SSS every new unit, so if Qu isn't scoring decently at SS + sig, I'm probably not pulling for her. I'd literally rather vertically invest in Plume (who I have a ton of fun with.)
