The reasoning is pretty simple tbh as to why CW leap is worth doing and it applies to a lot more

ion is the affix corresponding to the lightning element but theyre not the same type of damage
ion benefits from lightning res shred and buffs but it would count as off element in lightning wz or on lightning bosses in ppc
scire in cn is an enabler for ionization team with lucia pyroath, where pyroath is the dps, and scire has the ability to stack up ionization affix stacks very fast allowing quick rotation and for pyroath to stay in ionization form to deal ion damage instead of fire

Essentially since as of CW’s leap, she is the best character in her respective role (lightning attacker), compare that to CA’s leap for example she isn’t the best character in her respective role (Bianca stigmata is), so essentially her leap isn’t beneficial
