usually you just swap immediately so it doesn't matter much but it's sometimes specific niche applications

like if we take for example Vera Garnet and Nanami Starfarer
they're locked into their signature memory sets to apply their shred debuff on QTE
in phantom pain cage, where you're just looking for the highest quickest damage output possible, Starfarer can carry 4davinci memory instead, and proc her shred from her blue orbs thanks to her signature weapon

while garnet in a similar situation will need to perform a core cast at the start to apply her shred

so as I say it varies a lot
but usually it really is just as simple as starting on the weakest char of the team
