attackers aren't always the DPS, it's just whoever deals the most damage on the team
been plenty of times where tank or amp is the main DPS

while rotating with Rosetta

the funniest thing about attackers is that because they're so geared on dealing damage that they don't have any utility otherwise
so as soon as the attacker isn't the main DPS their value drops drastically

like in ppc if the tank is the main damage dealer you throw out the attacker and just slot in another tank to take up shred memories and/or weapon resos
if amp is the main DPS then you usually, again, throw out the attacker and use another amp to hold support memories and support weapon resos to allow your DPS amp to go full dps build
