yes. it's clash > skulls > vouchers. in terms of prio. skulls are important for SS rankups but you will catch up with that eventually and then skulls become your primary harmo mat source, vouchers are much more valuable as we get more leaps and more chars added to the voucher pools

Balter is fine at SS with 5 star, the weapon is a great improvement but it's not necessary

If you're competing it can be semi competitive, but obviously weapon is better

and one last thing @faint monolith all this can be overwhelming but keep in mind that wep banner is permanent. all weapons stay in there and you can choose any of them for rateup any time. you are not missing anything by taking it slow and securing debut S ranks first and their weapons later
