it doesn't change
but the standard pool expands with time
every new S rank char that is 2 patches old, enters the standard pool

the banner you see in the event tab right now, isn't an event banner as it might suggest
arrival banners are rerun banners and rotate a 3-character pool of chars in the standard pool
they are not recommended to pull on because it only provides 70% rateup and your currency should optimally be reserved for debt banners - because they provide 100% rateup and also all new chars are always valuable

right now we don't have a debut banner because it's an A rank char release patch
next patch we will have a new S rank char but she is free so you don't need to pull for her (although coincidentally her signature weapon is of very high priority)

also next patch we will have anniversary banner which allows you to select any character up to crimson weave with 100% rateup
basically like a much better version of arrival

and in late August on Lamia patch a one time rateup selection will be added to standard banner so you can actually choose who you get instead of it being random
