When upgrading the weapon, you need to do 2 different upgrades to max it out

First is enchanting which is leveling the said weapon to highest level available in the current tier.

And second is overclok when use materials to overclock a weapon that has reached capped level for the current tier that will increase the weapons max level until you reach highest level upgrade for that said weapon.

You have to do both upgrades to max a single weapon.
