TLDR Ion works like this
certain skills generate electric points up to 1000
certain core passives can trigger Electric Storm mode at max point (lasts for 10s, does not end when switching)

so the thing about Lucia ion is
she is absolutely GARBAGE at generating points or triggering Storm mode herself

conveniently daren can do it quickly in like under 7s and she swaps off immediately after triggering Storm mode so Lucia can have the full 10s of DPS uptime to herself

so unless they leap/release a new ion unit who can instantly trigger the mode and end their rotation, scire is probably going to remain relevant for a while
