The answer is in the pity
If you are f2p you should roll the one with 60 shots while the other has a pity of 80 to 100. You have a higher chance of getting the character first but I have a friend who rolls for copies up to 80 three times in a row while the other has a friendlier and more feasible pity and less expensive but less likely to get the character sooner
