Yes. The currency and sections got removed from the shop at some point on TW server at least. So now it's only 5* and 6* remaining.
And when you try to recycle the 4* weapons and memories, they are converted into Nuts as though you bought the 1000 nuts from the shop using them.

However, you do not get the bonus nuts for buying the 4* memories then recycling them. Not that it makes that much of a difference.

Global doesn't need 4* weapons anyway since after 3 weeks of co-op, you can get any 5* weapon you want.
