This song is S2 Side Story Ep11 of the Kotonoha Project that was started all the way back in 2014 but the song that you're listening to is Season 2 of Kotonoha Project called "BLACK ROSE"
tl;dr in London during the Industrial Revolution, a disease creeped onto the street called the "Black Rose Disease" spread by a fallen angel (the angelic being you saw in the MV) into the town that causes people who got infected into demons.
The disease feeds on a person’s innermost wants and fears, gradually warping their mind. They become increasingly obsessed or "possessed" by some singular longing. Be it revenge, jealousy, pride, etc. until that obsession dominates their very soul.

Now our protagonist here named Owl (アウル) and his investigation team called "Owl’s Detective Firm" who has an extraordinary alchemical gift (basically the power to deconstruct and reconstruct matter) to investigate the grotesque "Black Rose Disease". He passed Britain’s highest alchemy certification on his first try and spends his nights researching both cures and the disease’s supernatural origins.
